The trustees who are also directors of the charity for the purposes of the Companies Act 2006, present their report with the financial statements of the charity for the year ended 30 September 2022. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019). |
Dementia Friendly Communities Ltd (DFC), formerly Dementia Friendly Communities CIC, was established in 2012. |
From March 2019 DFC became known as Connecting Communities, but still maintains DFC as the legal name for the charity. This is to reflect DFC's socially inclusive programme which relies on the compassionate support of the whole community to sustain all older folk, irrespective of their situation. |
The aim of the company was to address the distinct lack of services and support available to people with dementia and their carers in our remote, rural community in East Sutherland, Scottish Highlands. However, since receiving a funding boost in 2015, DFC has become a successful provider of a range of socially inclusive services and activities aimed at the whole community, not only for people with dementia.. |
OBJECTIVES AND ACTIVITIES |
Objectives and aims |
DFC's objectives and aims are to provide socially inclusive programmes to support older folk - irrespective of their health - within the community by: |
- raising awareness and challenging the stigma and misconceptions about the frailties of old age, including dementia, as well as identifying and addressing the needs of those folk in the community as well as their carers; |
- working in partnership within the community to increase the opportunities for older people in order that they may remain engaged in their desired lifestyle for as long as possible; |
- delivering programmes of activities in the community for the benefit of older people, including those with dementia; |
- providing carer respite, support and practical assistance in the home; |
- exploring new ideas and the use of technology to improve the lives of those affected by old age and dementia; and |
- carrying out similar projects, initiatives or activities to advance the company's charitable purpose. |

ACHIEVEMENT AND PERFORMANCE |
Charitable activities |
Our work during this 12-month period was focussed on delivering both existing and new programs within the following domains: |
Connecting with Others in Community and Activity |
o Helmsdale Village Hub operates two days a week for those aged 55+ who could be frail, lonely or perhaps simply want to blether with activities centred on creativity, cognitive work, and get up and go, plus regular day trips. |
o Golspie Village Hub operates one day a week on the same model at the Helmsdale Hub. |
o Art 'n Blether classes continued throughout the year, initially in both Helmsdale and Golspie, but latterly in Helmsdale only one day a week. |
o NEW - Helmsdale Crafters began in June 2022 as the first of a new series of activities to support younger generations of adults. A survey was conducted in early 2022 to discover what activities the target audience would like to see introduced. This work is funded by the NHS Highland Third Sector Fund which will run for three years. Plans for additional activities are in development. |
o Helmsdale Walking Group meet each week and continue to be of great benefit to those struggling with mental health concerns in particular. This activity formed some of the basis of the Discovery Walk proposal and funding we received during 2022. |
o NEW - Discovery Walks and Dog Friendly Discovery Walks began in early 2022 thanks to funding from the Highland Communities Mental Health and Wellbeing Fund. These monthly walks aimed to promote good, and improved, mental health. |
o NEW - 'It's good to talk' sessions have also been funded by the Highland Communities Mental Health and Wellbeing Fund. These monthly sessions cover topics that people often find difficult to talk about or understand and have, to date, covered topics such as Wills and Power of Attorney, breast cancer, bereavement and avoiding scams. |
Care in the Community |
o Dinner To Your Door is a modern 'meals on wheels' service providing three-course freshly cooked nutritious hot meals to people in their own homes. We have a cook, an assistant cook and our delivery drivers are support workers who offer a listening ear to those who have little social interaction. We delivered meals to customers in Helmsdale, Brora, Golspie, Dornoch, Embo and outlying areas four days per week. |
o Grab 'n Go Bags are a snack bag, containing a sandwich or sausage roll, soup, fruit, freshly-made sweet treat and a drink. The bags are delivered to residents of Helmsdale, Brora, Golspie and outlying areas every Friday. We continued to provide a salad option this year as it had proven popular and also introduced a hot meal option. |
o Caring for the Carer is a short-term carer support project, funded by NHS Highland's Carers Improvement Group to assess the support carers need and how this support can be delivered. An extension to the project timeline and additional funding enabled us to continue to offer this service throughout 2022. |

o Sutherland Home Care, formed as a trading subsidiary of DFC in 2019, has grown considerably during the year, securing a contract to deliver care on behalf of NHS Highland in early 2022, while also building up a private client base. Sutherland Home Care staff also deliver the Caring for the Carer project. |
FINANCIAL REVIEW |
Financial position |
Overall the charity achieved a surplus of £115,213 in the year (2021 - 68,783). At the end of the year under review the charity reserves were valued at £257,326 (2021 - £142,113), of which £153,541 (2021 - £37,668) were restricted. Included in these reserves were cash at bank and in hand totalling £220,170 (2021 - £130,225). |
Principal funding sources |
National Lottery Improving Lives Fund awarded two years of funding to support mainly wage costs in June 2021. |
NHS Highland continued to support the Well-being Hub in Helmsdale. |
NHS Highland's Carers Improvement Group provided funding to continue the Caring for the Carer pilot project. |
SSE Gordonbush along with the Highland Employment Recruitment Offer contributed funding for an apprentice to provide administration support in the office. |
Garfield Weston Foundation provided funding for the Office Manager and the Communications Manager during 2022. |
Funding from the SSE Beatrice Fund for Sutherland Home Care's Senior Care Manager post continued throughout the year after starting towards the end of the 2020-2021 financial year. |
Reserves policy |
With increased competition for funding paired with the current financial climate and rising costs of service delivery, the trustees continue to consolidate and routinely review the organisation's financial position through effective management and governance. To ensure the viability of the Charity, the Board recognises the importance of holding sufficient reserves to cover six months running and potential redundancy costs. This is regarded as essential in operating the organisation. |
Principal risks and uncertainties |
Financial sustainability continues to be our largest risk due to the current funding climate and developmental nature of some of our projects which are currently not generating sufficient income to be financially self-sustaining. We have received financial support to develop and deliver our work to date from funders, and continue to seek funding until project income is more in line with our outgoings. A critical component to our financial sustainability is the generation of income from Sutherland Home Care to support our Circle of Support projects. |
As our projects develop and work domains increase, we are actively monitoring workload management, continuity of service through staff cover and contingency planning. |

FUTURE PLANS |
Over the next year we plan to: |
Increase and diversify the membership and skills base on the Dementia Friendly Communities board of trustees. |
Continue to expand the reach of Circle of Support to include younger adults. |
Build upon the success of the mental health and wellbeing activities being provided throughout 2022. |
Continue to build up private home care through our subsidiary Sutherland Home Care. |

Governing document |
The charity is controlled by its governing document, Articles of Association, and constitutes a limited company, limited by guarantee, as defined by the Companies Act 2006. |
Recruitment and appointment of new trustees |
New trustees are selected by the Board. Their appointment is governed by the company's Articles of Association and guided and encouraged by existing trustees. This financial year ended with a small number of board members, but efforts are underway to recruit more trustees, especially those from the communities we serve. Two new board members were recruited shortly after the end of the financial year. |

I report on the accounts for the year ended 30 September 2022 set out on pages eight to twenty. |
Respective responsibilities of trustees and examiner |
The charity's trustees are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006 (as amended). The charity's trustees consider that the audit requirement of Regulation 10(1)(a) to (c) of the Accounts Regulations does not apply. It is my responsibility to examine the accounts as required under Section 44(1)(c) of the Act and to state whether particular matters have come to my attention. |
Basis of the independent examiner's report |
My examination was carried out in accordance with Regulation 11 of the Charities Accounts (Scotland) Regulations 2006. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts. |

1. | ACCOUNTING POLICIES |
Basis of preparing the financial statements |
The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention, with the exception of investments which are included at market value. |
Income |
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. |
Expenditure |
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources. |

The charity is exempt from corporation tax on its charitable activities. |
Fund accounting |
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. |
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes. |
It has been agreed that core funding surpluses should be transferred to general reserves and as such are available to cover any restricted fund shortfall. |
