This report on the work of the Newham Voices CIC in 2020-2021 covers the period of the foundation and launch of the community news and information service including the launch and publication of the Newham Voices newspaper and the online news www.newhamvoice.org.uk.The Company was formed in 2020 number 12790786. The objects of the company are to carry on activities which benefit the community of Newham and in particular:- To provide a news and information for residents and local people living and work-ing in the area of the London Borough of Newham through regular publication of a printed information service and an online news service. - To ensure such information is accessible, truthful, ethical and politically independ-ent.- To encourage and support civic education through the provision of training in in-formation ethics, journalism and media literacy.- To be open and accountable to the community we serve through transparency in our journalism, governance and administrative work.In pursuit of these objectives the Board of directors has adopted policies and editorial rules and procedures in line with national and international standards of journalism. These are set out in the section of this report dealing with governance.Preliminary work leading to the creation of Newham Voices CIC took place between December 2019 and August 2021. At the outset, on the initiative of the Mayor of Newham a group of volunteers gathered to provide editorial support to the Newham Mag, a publication of the London Borough of Newham. The project to establish Newham Voices emerged from a discussion within this group on the need for an independent community news service in Newham. A proposal for the establishment of Newham Voices was prepared by Aidan White and the subject of detailed discussion among founding supporters.This proposal to establish was discussed by the Independent Democracy Commission organised by the London Borough of Newham and was one of the Commission recommendations to Newham Council. It was formally accepted by the Borough of Newham in July 2020.The registration of the Newham Voices CIC and the opening of a company bank took place in the summer of 2020 and the Board of Newham Voices was constituted in September 2020 and has met 12 times since the formation of company in August 2020. The detailed reports of the publisher and editor in chief and the reports of the activities of the Board are available for scrutiny from the Secretary at the Company’s registered address.The current Board membership is Winston Vaughan - Chair, Catarina Joelle, Jean Gray, Rebekah Samuel, Shagufta Nasrine, and Aidan White - Secretary/Treasurer.Since the first formal Board meeting in September 2020 the following changes in the make-up of the Board have taken place: Anne Cross - Joint Chair, resigned February 2021. Conrad Gardner, resigned February 2021. Hugh Barnard, Treasurer, resigned April 2021. Samantha Watson, resigned May 2021. In this period, Aidan White left the Board over a potential conflict of interest, but was re-elected in March 2021 and in April was appointed secretary and treasurer.The Board has overseen the development of the news service and the preparation of a printed newspaper and the launch of an online news service. Three pilot issues were printed and distributed in September and November 2020 and January 2021 and the Board launched the newspaper in regular monthly publication from April 2021. All issues of the newspaper and related information are available on the website. The company has established Newham Voices accounts on social media for the promotion of content and the development of the newspaper.The editorial work has been overseen by an editorial management team comprising the publisher and Editor in Chief - Aidan White, two editors - Kay Atwal and Jean Gray, and a website and online editor - Catarina Joelle. During 2021 Kay Atwal stepped back due to other commitments and the editing responsibility has been maintained by Jean Gray.Monthly reports on the editorial work have been received and approved by the Board. The focus of editorial work has been on the work of the voluntary and community support sector on issues of social affairs, culture, sports, child rights, health, education, poverty alleviation, diversity and business development.The Board has also promoted the engagement of young people in the work of Newham Voices and during the year a youth panel was established in co-operation the charity Ashok’s Vision and Newham Council. During this period the Board also oversaw the preparation and organisation of citizen journalism training programmes. These were delivered remotely via Zoom. Attendees were recruited through advertisements in Newham Voices and by word of mouth. Three half day sessions on news writing and two six-day courses on writing for publication were held. The aim of the courses was not only to improve writing and communication skills, but also to provide potential citizen journalists with an overview of the production process and an introduction to the legal, ethical and regulatory frameworks that govern the printed media. Tutors are all experienced media professionals.We have managed to provide training for around 40 local people, many of whom have gone on to join the editorial team, writing regularly for Newham Voices. The fact that these courses have been provided free during lockdown means they have attracted local people from diverse backgrounds, enabling them to report on issues affecting their communities and focusing on their life experiences. As well as learning some of the tools of the trade, students have an early opportunity to see their work in print and online. The courses also provided a good social networking experience for people during the isolation of lockdown, and relationships have been forged which will continue face to face. All of these activities were organised in virtual conditions and despite the impact of the Covid-19 restrictions, the Board was able to co-ordinate the work of volunteers who contributed to the editorial production; and to ensure that the Newham Voices was accepted as a member of the IMPRESS press regulation system, ensuring that the Company is subject to an independent review and complaints process.The Company has, from the outset, relied heavily upon the financial support of individuals and donations from the founders and supporters. It has secured funding that ensures all its liabilities can be met.At the end of the first year the monthly circulation was to 12,500 supporters giving a total readership of around 40,000.
The Board has been in touch with local community groups and major institutions in support of its community mission. It has also given priority to coverage of local democracy issues and policing and security. It has focused on community health issues which have been essential during the period of the pandemic and public health messages have been distributed also with the support of Newham Council.The Board has maintained good contact with other community journalism initiatives and particular Social Spider CIC which publishes a number of community newspapers in Waltham Forest, Enfield, Haringey and Tower Hamlets.The Board has also worked closely with its major stakeholders, the Newham community organisations to create opportunities for the promotion of social and community support in the Borough. Co-operation in particular has been established with, among others, The Renewal Programme, Carpenters and Docklands Centre, The Trinity Centre, Bonny Downs Community Association, The Plaistow South Big Local, Community Links, Anchor House Caritas and groups providing food bank support across the Borough. The newspaper carries regular promotional material highlighting community support work and news from community organisations. It has also worked closely with local schools to promote community engagement and to support local education activities including School 21, School 360, and Plaistow Community School.The Board has also had co-operation with other stakeholders, including the University of East London and has supported internships for journalism students from the University. It is also currently working on development of a communications technology application to further develop Newham Voices with the UEL.The Board has also developed good working relations with a number of departments of the London Borough of Newham dealing with community support and development.
